Before You Start: What You Need
A registered Ghanaian business entity. Meta requires documentary proof of formal business registration. In Ghana:
Certificate of Incorporation from the Office of the Registrar of Companies (ORC) for limited liability companies
Business Name Registration Certificate from the ORC for sole proprietors
Ghana Revenue Authority (GRA) Tax Identification Number (TIN)
A domain email. Your Meta Business Manager email must use your business website domain, not Gmail or Yahoo. [email protected] for example is ideal.
A live business website. Meta checks it exists and is clearly connected to your business identity.
A phone number not currently on WhatsApp. If you are migrating an existing number, see our migration guide first.
Step 1: Create and Verify Your Meta Business Manager Account
Go to business.facebook.com and create an account using your exact registered business name.
To verify with Ghanaian documents:
In Business Settings, go to Security Centre
Click "Start Verification" then "Document Verification"
Upload your ORC Certificate of Incorporation or Business Name Certificate
Enter your GRA TIN in the Tax ID field
Add your registered business address
Verify your website domain
The name in Meta Business Manager must exactly match the name on your ORC certificate. "Accra Traders Limited" and "Accra Traders Ltd" are treated as different entities. Download a fresh certificate copy from the ORC portal if your physical certificate has a different format from what you entered.
Meta typically reviews Ghanaian documents within 2 to 5 business days.
Step 2: Sign Up for Intelli

Step 3: Register Your WhatsApp Number

All three major Ghanaian carriers are fully compatible with the WhatsApp Business API. MVNO numbers running on one of the three major networks are generally compatible as well.
Enter your Ghanaian number in international format (+233 followed by the number without the leading zero) in your Intelli dashboard and complete verification via SMS or voice call.
Important: Some MTN merchant or business numbers cannot receive standard SMS or voice calls because of MTN restrictions. Since Meta sends the WhatsApp API verification code by SMS or voice call, these numbers may fail verification and cannot be registered on the API unless SMS or voice reception is enabled on the line.
Step 4: Set Your Display Name and Templates
Your display name should match your registered business name or your well-known brand name. For Ghanaian businesses with different trading names and registered names, use the name your customers know and can verify independently.

Ghanaian numbers fall under Meta's "Rest of Africa" rate. Rates are set by Meta and adjusted periodically — check Meta's current rate card for the most up-to-date figures.

Ghana Data Protection Act (Act 843) Compliance
Ghana's Data Protection Act 2012 (Act 843), administered by the Data Protection Commission (DPC), applies to any business that collects or processes personal data of Ghanaian citizens, including through WhatsApp.
Consent requirements. Before sending WhatsApp messages, customers must have given consent or opted in to receive your marketing messages.. Your consent language should clearly state that messages will be sent via WhatsApp and describe the type of content — marketing, service updates, and so on.
Data subject rights. Ghanaian customers have the right to access, correct, and delete their data, and to withdraw consent. Your unsubscribe process must be immediate and irreversible.
Retention limits. Personal data should not be kept longer than necessary for the stated purpose. Contacts who opt out should be removed from your broadcast list promptly.
Best practice: Include a clear opt-out instruction in all marketing broadcast templates, such as “Reply STOP to unsubscribe.” This gives customers an easy way to leave your list and helps reduce blocks, reports, and negative quality signals that can harm your Meta quality rating.
WhatsApp and MTN Mobile Money in Ghana
MTN MoMo is used by nearly every Ghanaian business for payments. Combining MoMo payments with WhatsApp communication creates powerful automated flows.

Common Ghana-Specific Issues
ORC certificate format mismatch. Older printed certificates and newer digital certificates have different formats. Meta's system accepts both but the business name must match exactly. If in doubt, download a fresh digital copy from the ORC portal.
GRA TIN not accepted. Some older TIN formats may not validate in Meta's system. Contact Intelli's onboarding team if this happens for assistance.
Carrier name on verification screen. If your number is on Telecel Ghana, the carrier name on the verification screen may still show as Vodafone in some instances during the transition period. Both work fine — proceed with verification regardless of which name appears.

Can I use a personal MTN number for my WhatsApp Business API? Technically yes, but using a dedicated business number is strongly recommended. A personal number creates problems with separation of business and personal communication and complicates team access.
