How to Send WhatsApp Broadcast Messages to 10,000+ Contacts

Why is 256 the limit on the WhatsApp Business App?

The WhatsApp Business App's broadcast list feature was designed for small businesses sending messages to a handful of contacts. Each broadcast list is capped at 256 recipients. You can create multiple lists, but you have to manage them manually, and there is no way to automate the process, track delivery analytics, or personalize messages at scale.

"Good quality" means your quality rating stays green (high) or yellow (medium). If your quality rating drops to red (low), Meta will downgrade your tier. Quality rating is based on how recipients interact with your messages: if too many people block your number or report your messages as spam, your rating drops.

Step-by-step: sending your first broadcast through Intelli

Best practices for high-performance broadcasts

Get explicit opt-in. Do not buy contact lists or scrape numbers. Send only to contacts who have opted in through your website, social media, in-store sign-up, or a WhatsApp keyword trigger. Unsolicited messages tank your quality rating and get your number banned.

Segment your audience.For example a Fintech in Ghana does not send investment updates to clients interested in savings products. Segmentation is the difference between a 90% open rate and a spam report.

Personalize with variables. "Hi Sarah, your Nairobi to Mombasa flight on June 15 is confirmed" performs better than "Your flight is confirmed."

Do I need the API to send broadcasts to more than 256 contacts? Yes. The WhatsApp BNot anymore. WhatsApp introduced paid Business Broadcasts directly within the Business App in 2025, which allows sending beyond the old 256-contact limit. Businesses get a small free monthly allowance, then pay per message beyond that.

That said, Business App broadcasts still only reach contacts who have saved your number, have no scheduling, no personalisation variables, no delivery analytics, and no automation. The API removes all of those constraints — broadcasts go to any opted-in contact regardless of whether they saved your number, templates support personalisation, and you get full delivery and read analytics. How fast can I reach Tier 2 (10,000 contacts)? It depends on your sending volume and quality rating. If you send to at least 500 unique contacts daily with a healthy quality rating for a 4 day period, Meta typically upgrades you to Tier 2 within 7 days. Fast progression requires consistent, high-quality messaging.

Can I send images and videos in broadcasts? Yes. Template messages support text, images, videos, documents (PDF), and interactive buttons.

What happens if my quality rating drops? Meta will flag your number, limit your messaging volume, and potentially downgrade your tier. If it drops to red and stays there, Meta can restrict your number entirely. Maintain quality by sending relevant content to opted-in contacts.

Do contacts need to have my number saved to receive a broadcast? No. Unlike the WhatsApp Business App's broadcast feature (which requires contacts to have your number saved), API broadcasts are delivered regardless of whether the contact has saved your number.
