WhatsApp Business API Pricing Explained: What You Actually Pay in 2026

WhatsApp Business API pricing has two components: Meta's conversation fees (charged per 24-hour conversation window, varying by country and message category) and your platform provider's fee (the software you use to access the API). Meta does not charge for API access itself. A business in Kenya or Ghana sending 5,000 marketing messages per month would pay approximately $112.50 in Meta conversation fees plus $35/month for Intelli's Starter plan. Intelli does not mark up Meta's conversation fees.

How does WhatsApp Business API pricing work?

Meta uses a conversation-based pricing model, not a per-message model. A "conversation" is a 24-hour window that starts when a message is delivered to a customer. During that window, you can exchange unlimited messages with that customer at no additional cost.

There are 3 conversation categories, each priced differently:

Category

What triggers it

Example

Pricing tier

Marketing

Business sends a promotional template

Product launch, discount offer, re-engagement campaign

Most expensive

Utility

Business sends a transactional template

Order confirmation, shipping update, appointment reminder

Mid-range

Authentication

Business sends an OTP or verification code

Login verification, two-factor authentication

Mid-range

The critical distinction: marketing conversations cost significantly more than utility or authentication conversations. A business that classifies its templates correctly saves real money.

What are Meta's per-conversation rates by country?

Meta groups countries into pricing tiers. Here are the rates for key African markets:

Rates as of July 2025. Meta updates rates periodically. Nigeria has some of the lowest rates globally because of its massive WhatsApp user base. South Africa has the highest rates in Africa.

Starting July 2025, Meta also introduced volume-based pricing tiers for utility and authentication messages. The more messages you send in a category per month, the lower your per-conversation rate. Tiers reset monthly. Your volumes across multiple WhatsApp Business Accounts under the same business portfolio are aggregated.

What does a real month actually cost?

Here are three scenarios for businesses at different scales:

Scenario 1: Small business in Ghana (Starter)

  • 2,000 marketing broadcasts per month: 2,000 x $0.0225 = $45.00

  • 500 utility messages (order confirmations): 500 x $0.004 = $2.00

  • 800 inbound service conversations: Free (under 1,000 threshold)

  • Intelli Starter plan: $35.00/month

  • Total: $82.00/month

Scenario 2: Growing e-commerce brand in Nigeria

  • 10,000 marketing broadcasts per month: 10,000 x $0.0088 = $88.00

  • 3,000 utility messages (order updates): 3,000 x $0.0015 = $4.50

  • 2,000 inbound service conversations: First 1,000 free; 1,000 x service rate = ~$5.00

  • Intelli Growth plan: scales with volume

  • Total: approximately $130-150/month (including platform fee)

Scenario 3: Enterprise in South Africa

  • 50,000 marketing broadcasts: 50,000 x $0.0517 = $2,585.00

  • 10,000 utility messages: 10,000 x $0.008 = $80.00

  • 5,000 service conversations: 4,000 x service rate = ~$30.00

  • Intelli Enterprise plan: custom pricing

  • Total: approximately $2,700-3,000/month (including platform fee)

Notice how Nigeria's rates make WhatsApp marketing extremely affordable at scale, while South Africa's higher rates mean businesses there need to be more strategic about which messages qualify as marketing vs. utility.

How does this compare to SMS?

This is the comparison that makes the business case clear:

SMS is cheaper per message, but consider the full picture. When a Finance company in (Ghana) switched from SMS to WhatsApp broadcasts through Intelli, their open rates went from under 30% to over 90%. If you send 10,000 SMS messages at KES 0.35 each and 30% open them, you reached 3,000 people for KES 3,500. If you send 10,000 WhatsApp messages at $0.0225 each and 98% open them, you reached 9,800 people for $225. The cost per person actually reached is lower on WhatsApp.

What does the platform provider charge?

The platform fee is what you pay to the company that gives you the dashboard, inbox, and tools on top of Meta's raw API. This varies widely across providers.

Intelli's pricing is structured as:

  • Starter plan: $35/month for up to 2,000 contacts. Includes team inbox, AI assistant, broadcasts, and analytics. 7-day free trial, no credit card required.

  • Growth plan: Scales with your contact volume and feature needs. Advanced automation, analytics, and multi-agent collaboration.

  • Enterprise plan: Custom pricing for governments, NGOs, and large organizations with dedicated support.

A key differentiator: Intelli does not mark up Meta's conversation fees. You pay Meta's published rates directly. Some providers add a per-message surcharge on top of Meta's fees, which can add up quickly at scale.

How to reduce your WhatsApp API costs

1. Classify templates correctly. A shipping update is a utility message ($0.004 in Kenya), not a marketing message ($0.0225). That is a 5x cost difference. Make sure your templates are categorized accurately.

2. Use the free service conversation window. When a customer messages you first, the service conversation is free (first 1,000/month). Encourage inbound messages by adding WhatsApp buttons to your website, emails, and social media profiles. How to Add a WhatsApp Chat Button to Your Website

3. Use Click-to-WhatsApp Ads. When a customer initiates a conversation through a Facebook or Instagram ad, the conversation window is 72 hours instead of 24, and the first conversation is free. This is one of the best ROI plays for WhatsApp marketing. See: Click-to-WhatsApp Ads: How to Run Facebook and Instagram Ads That Open WhatsApp

4. Send fewer, better broadcasts. Segment your contact list by engagement, tags, or behavior. Sending a targeted campaign to 2,000 interested contacts converts better and costs less than blasting 10,000 people who may not care.

5. Let AI handle inbound questions. Every customer question your AI assistant handles is a service conversation that does not require agent time. This cuts support costs by up to 60%. See: How to Reduce Customer Support Costs by 60% Using WhatsApp Automation

6. Increase your messaging tier. Higher tiers unlock the ability to send more messages per day. Maintain a high quality rating by sending relevant content to opted-in contacts. See: How to Increase Your WhatsApp Messaging Tier from 1K to Unlimited

Frequently Asked Questions

Is the WhatsApp Business API free? Access to the API is free. You pay Meta's conversation fees (per 24-hour window) and your platform provider's subscription fee. Intelli starts at $35/month with no markup on Meta's fees. See: Is the WhatsApp Business API Free? Here's What You Need to Know

Why is South Africa more expensive than Nigeria? Meta sets rates based on market dynamics, not simply by region. Nigeria's massive WhatsApp user base (95% penetration) and lower purchasing power result in lower per-conversation rates. South Africa has higher rates closer to European pricing.

Do I pay per message or per conversation? Per conversation. A conversation is a 24-hour window. You can send and receive unlimited messages within that window at no additional cost.

What happens if a conversation spans more than 24 hours? A new conversation window opens, and you are charged again. The exception is Click-to-WhatsApp Ad conversations, which have a 72-hour window.

Are there any hidden fees? With Intelli, no. You pay the published Starter/Growth/Enterprise plan fee plus Meta's conversation costs at the rates Meta publishes. There are no per-message surcharges, no setup fees beyond the standard onboarding, and no hidden charges.

Can I try before I commit? Yes. Intelli offers a 7-day free trial with no credit card required. You can test the full platform, including AI assistants, broadcasts, and the team inbox.
