Meta Business Agent Pricing Explained: What You Will Pay in 2026

From August 1, 2026, Meta charges for the Business Agent on a per-token basis at $2.00 per million tokens. From October 1, 2026, service messages, the replies your team or AI assistant sends inside a customer-initiated conversation — are also charged per message, with the first 1,000 per phone number per month free. This guide explains both changes, confirmed per-country rates, and what to do before October 1.


August 1, 2026: Token-Based Pricing Is Now Live

Meta Business Agent token-based pricing went live on August 1, 2026. Every reply generated by Meta's own Business Agent is now billed according to AI token usage at $2.00 per one million tokens.

What is a token?

Tokens are the pieces of text processed by AI models. In English, one token averages about three quarters of a word, although the exact number varies by language and content. The phrase "your order is confirmed" is around six tokens on its own.

When Meta's agent receives a customer message, it does not simply write six words back. It reads the full customer message, searches your business knowledge base, processes the context, and writes the reply. That full process of reading, retrieving, and writing may consume thousands, or in some implementations tens of thousands, of tokens per exchange.

At Meta's published rate of $2.00 per one million tokens, a typical exchange may cost a few cents, depending on total token usage.

One critical point: there is no double charging.

If a reply is generated by Meta's Business Agent, it is billed per-token only, not also as a service message or marketing template. Each message falls into exactly one billing bucket.

Costs depend on conversation complexity. Simple FAQ exchanges consume fewer tokens; long multi-turn conversations consume more.

October 1, 2026: Service Message Pricing — What Is Now Confirmed

Meta published final per-country service message rates on September 1, 2026. Here is the confirmed picture.

What is a service message?

A service message is any non-template reply a business sends to a customer inside a customer-initiated 24-hour conversation window, where the reply is not generated by Meta's own Business Agent.

What is new from October 1, 2026:

Two message types inside the customer service window become chargeable:

  1. Service messages — free-form replies sent by a human agent or a third-party AI assistant (including Intelli's AI assistant). These have been free since November 2024.

  2. Utility templates sent inside the 24-hour window — these were also free from July 2025 to September 30, 2026. From October 1, they are charged per message.

This is important: it is not only service messages that change — utility templates sent in response to a customer who has already messaged you are also no longer free from October 1.

The 1,000 free service messages per phone number per month

Meta has confirmed a free monthly tier for service messages. Each business phone number receives 1,000 free service messages per month. Only the 1,001st service message onward is charged. The allowance resets monthly and does not roll over.

What this means in practice:

  • A business handling fewer than 1,000 inbound service replies per month pays nothing extra in October

  • A business handling 5,000 service replies pays for 4,000 of them at the applicable market rate

  • No volume tiers apply after the free allowance — the per-message rate stays flat regardless of volume

Important: payment method required by September 30

Meta will stop delivering service messages from October 1 for WhatsApp Business API accounts that do not have a payment method on file. If you have not added a payment method to your Meta Business Manager, do this before September 30, 2026 regardless of your expected volume.

Marketing message rates are higher and vary by market. Nigeria marketing: approximately $0.062 per message. South Africa marketing: $0.0379 per message.

Who Is Affected

WhatsApp Business API accounts (via platforms like Intelli): Yes, affected by both the October service message change and any utility templates sent inside the service window.

WhatsApp Business App users: Not affected. The October 2026 pricing changes apply only to the WhatsApp Business Platform (API). Businesses using the standard WhatsApp Business mobile app are not charged for service messages.

Click-to-WhatsApp conversations: Service messages remain free inside the 72-hour free entry point window — conversations that start from a click-to-WhatsApp ad or Facebook/Instagram CTA button. This carve-out survives the October change.


Practical Cost Modelling: Before and After

Scenario: A retail business in Kenya, 500 customers, 2 broadcasts per month

Before October 2026:

  • Broadcast (marketing): 1,000 × $0.0225 = $22.50

  • Service messages (inbound replies): Free

  • Intelli platform: $35

  • Total: $57.50/month

After October 2026 (if volume stays below 1,000 service messages/month):

  • Broadcast (marketing): 1,000 × $0.0225 = $22.50

  • Service messages: within free 1,000 tier = $0

  • Intelli platform: $35

  • Total: $57.50/month — no change

After October 2026 (if volume exceeds 1,000 service messages/month — e.g. 3,000/month):

  • Broadcast (marketing): 1,000 × $0.0225 = $22.50

  • Service messages: 2,000 chargeable × $0.0044 = $8.80

  • Intelli platform: $35

  • Total: $66.30/month


How Does the Business Agent Compare to Standard API Replies?

The comparison that matters for most businesses:

  • Meta Business Agent reply: approximately a few cents per exchange (token-based, same rate globally)

  • Standard API service message reply: ~$0.0044 in Kenya, ~$0.0101 in Nigeria, after the 1,000 free per month

For simple, short exchanges, the standard API service message rate is generally cheaper than the per-token Business Agent rate. For long, complex conversations, the token rate can become competitive as multiple service messages accumulate.

For most everyday customer support conversations in African markets, replies via Intelli's AI assistant or a human agent on the API are likely to be significantly more cost-efficient. The first 1,000 such replies per month are free. Meta's Business Agent has no free tier — every token consumed is billed from reply one.


What to Do Before October 1

Add a payment method to Meta Business Manager. Do this before September 30. Without it, Meta stops delivering your service messages from October 1 regardless of volume.

Count your monthly service message volume. Pull the last three months of data. If you are consistently below 1,000 service messages per month, October has minimal impact on your costs. If you are above it, build the charge into your budget.

Review your utility template usage inside the service window. From October 1, utility templates sent in response to customer messages are also charged. If you are sending order confirmations or status updates as utility templates inside an open service window, these are no longer free.

Optimise for fewer messages per resolution. Service messages have no volume discount — message 2,000 costs the same per message as message 1,001. Well-designed AI responses that resolve queries in fewer exchanges reduce costs directly.


Frequently Asked Questions

Does the 1,000 free service messages apply per account or per phone number? Per phone number. If your business operates multiple WhatsApp phone numbers, each number receives its own 1,000 free service messages per month.

What is the confirmed service message rate for Ghana? Ghana falls under Meta's Rest of Africa pricing. The service message rate mirrors the utility/authentication rate for that region — approximately $0.004 per message, consistent with Kenya's confirmed rate. Verify at Meta's official rate card.

Do Intelli's message fees change because of this? No. Intelli does not mark up Meta's message fees. Meta's service message charge is a Meta fee passed through at cost. Intelli's platform subscription fee is separate and unchanged.

Are utility templates inside the service window also affected? Yes. This is the change most articles have missed. Utility templates sent inside the 24-hour customer service window were free from July 2025. From October 1, 2026, they are also charged per message at the utility rate for that market.

What if I miss the September 30 payment method deadline? Meta will stop delivering service messages for your account from October 1 until a payment method is added. This affects every inbound conversation your team tries to reply to — not just the ones beyond the free tier.
