Two significant WhatsApp pricing changes are coming in the second half of 2026. From August 1, Meta Business Agent conversations will be charged per token. From October 1, service messages — the free-form replies businesses send in customer-initiated conversations — will no longer be free. Both changes affect your monthly WhatsApp costs, and the October change affects every WhatsApp business API account regardless of whether you use Meta Business Agent. Change 1: Meta Business Agent Pricing (August 1, 2026)

From August 1, 2026, replies generated by Meta's own Business Agent are charged at $2.00 per million tokens, roughly 4 to 5 cents per typical message exchange in the US market.

This only applies to messages the Meta Business Agent generates. If a human agent or a third-party AI assistant (like Intelli's AI assistant) sends a reply, it is not charged under this token-based pricing. It will instead fall under the service message pricing from October 1 (see below).

Crucially, there is no double-charging. Each message falls into exactly one bucket: either the per-token Meta Business Agent charge, or the per-message service message charge, not both.


Change 2: Service Messages Become Paid (October 1, 2026)

This is the change with the widest impact. It affects every WhatsApp business account.

What is a service message?

A service message is any non-template message a business sends to a customer inside a customer-initiated conversation window, where the reply is not generated by Meta's own Business Agent.

In plain terms: when a customer messages your WhatsApp number and your team member or your AI assistant replies, those replies are service messages. They have been free and unlimited since late 2024 on the WhatsApp Business API. From October 1, 2026, they will carry a per-message cost.

What is a customer-initiated conversation window on the WhatsApp Business API?

When a customer messages your business first, a 24-hour window opens. All the messages exchanged in that window fall under the service category. The window resets each time the customer sends a new message. This 24-hour window is unchanged — only the cost of messages within it is changing.

What rate will service messages cost?

Meta has stated service message rates will be benchmarked against utility and authentication template rates by market. Specific per-message rates for each country have not been confirmed as of July 2026. In markets like Kenya and Ghana, utility and authentication templates currently cost $0.004 per message. Service message rates are expected to be in a similar range. Check developers.facebook.com/docs/whatsapp/pricing for confirmed rates before October 1.


Who Is Affected and How Much

Businesses using Intelli or any WhatsApp API platform

Your template message costs (marketing, utility, authentication broadcasts) are unchanged. What changes is the cost of replies your team or AI assistant sends within customer-initiated conversations.

If your business handles 1,000 customer-initiated conversations per month and each conversation involves an average of four replies from your side, you are sending approximately 4,000 service messages per month. At an estimated $0.004 per message, that is $16/month in new costs from October.

For high-volume businesses handling 10,000 customer-initiated conversations per month with similar reply rates, the estimate is approximately $160/month.

Businesses using Meta Business Agent

Replies from Meta's own agent are charged per-token from August 1, not as service messages from October 1. If a conversation involves both an agent reply and a human reply, the agent reply is billed per-token and the human reply is billed per service message. They do not overlap.

Businesses using the WhatsApp Business API

The WhatsApp Business API is affected by the October service message change. Replies your team sends in customer-initiated conversations will be charged per-message from October 1.


What Is Not Changing

Template messages: Marketing, utility, and authentication templates sent proactively to opted-in contacts continue to be charged at Meta's published per-message rates. These have been charged since July 1, 2025 and the rates are unchanged.

Inbound messages from customers to your business: Customers are never charged for messaging your business. The cost is on the business side only.

The 24-hour conversation window model: The window still exists and resets when a customer sends a new message. What changes is that messages within the window now cost money.

Intelli's platform fee: Intelli's monthly subscription is separate from Meta's message fees. Intelli does not mark up Meta's fees. The October pricing change is a Meta fee change, not an Intelli pricing change.


The History: Why This Is Happening

Understanding the history helps make sense of the direction.

Before November 2024, Meta charged per 24-hour conversation session. A business was billed once when a customer initiated a conversation, regardless of how many messages were exchanged within that 24-hour window.

In November 2024, Meta moved to per-message pricing for outbound template messages (marketing, utility, authentication) and made service conversations — inbound customer-initiated replies — free and unlimited with no monthly cap.

From October 1, 2026, the free service conversation period ends. Meta is introducing per-message charges for service messages, creating a consistent per-message pricing model across all WhatsApp message types.

The trajectory is clear: WhatsApp business API messaging is moving from a flat conversation-based model to a granular per-message model that scales directly with usage. This is broadly consistent with how other messaging APIs (SMS, email) have historically priced.


Frequently Asked Questions

Are service message rates the same across all countries? No. Meta sets rates by market. Rates in Africa, Latin America, and Southeast Asia may differ from US or European rates. Specific rates will be published on Meta's pricing documentation page before October 1.

Does the October change affect businesses that only use the WhatsApp Business App?
No, it affects the WhatsApp Business API. Messages sent through the App are not affected.
