TL;DR: No WhatsApp API is completely free once you send real messages. What can be free is the provider's starting tier, a sandbox for testing, inbound customer messages, and the 72-hour window after a Click-to-WhatsApp ad. Meta charges per delivered message for templates, and since October 1, 2026 for service messages after a monthly free allowance. A good free start lets you build and test before you pay.

Is there a free WhatsApp API?

The WhatsApp Business Platform itself is Meta's, and Meta's pricing is built around messages. Providers then add their own plans on top. So "free WhatsApp API" usually means one of three things:

  1. A free tier from a provider that covers platform access and testing.

  2. A free trial of a full platform.

  3. The free WhatsApp Business app, which is a different product with limits of its own.

Our guide to whether the WhatsApp Business API is free covers the basics. This article focuses on how to start without paying.

Details of Meta's changes are in our guide to WhatsApp pricing changes in 2026. Always confirm current rates on Meta's pricing page.

Providers differ on whether the 1,000-message allowance is counted per business account or per phone number, so check your provider's documentation rather than assuming.

What does Meta charge for?

Meta bills delivered messages, not conversations. Template messages are categorised as marketing, utility or authentication, and rates vary by the recipient's country. Service messages, which are the free-form replies you send inside the 24-hour customer service window, became billable on October 1, 2026, after the free allowance.

This means a "free" provider plan still produces a Meta bill when you start sending. Budget for it before you launch, using our breakdown of what you actually pay.

What should a good free start include?

  • No credit card to begin. You should be able to test before committing.

  • A sandbox or test mode. Verify your logic without sending live messages.

  • Full documentation. Free tiers with poor docs cost you time.

  • A clear upgrade path. Know what changes when you go live.

  • Honest limits. Look for caps on messages, numbers, seats or features.

Which free options exist?

IntelliPortal (developers). IntelliPortal says it is free to start with no credit card required. You create an account, make an API key in test mode, connect a WhatsApp account, configure a webhook and send your first message from the sandbox. The Free / Dev plan includes 1,000 IntelliPortal messages a month (inbound and outbound count), then $0.005 per message. These are plan messages, separate from Meta's own free allowances. Outbound templates also carry Meta's template price on top.

Intelli platform (businesses). If you want an inbox and AI assistant rather than an API, you can start a free trial of the platform.

Other providers. Plans change often, and free tiers differ in what they include. Some flow-builder tools offer a free plan with a small contact cap, but WhatsApp access may sit on a paid tier. Check each provider's pricing page. For example, Twilio lists no monthly fee on its WhatsApp pricing page but charges $0.005 per message in addition to Meta's template fees.

The WhatsApp Business app. Free, but limited to one phone and up to four linked devices, with broadcast lists capped at 256 contacts and no AI or shared inbox. Compare it with the API in our app versus API guide.

How do you start for free, step by step?

  1. Decide what you are building. A developer integration needs an API. A customer-facing team needs an inbox and assistant.

  2. Create an account with a provider that offers a free start.

  3. Use the sandbox first. Test message formats and webhooks.

  4. Connect a number when ready. Use a number that is not already active on WhatsApp, or follow a migration guide.

  5. Submit templates early. Approval takes time, so do it while testing.

  6. Estimate your Meta bill before sending to real customers.

What are the hidden costs of a free plan?

  • Meta fees once you send live template messages.

  • Developer time if the provider gives you an API but no tooling.

  • Per-message provider fees on some platforms.

  • Seats and channels that may cost extra.

  • Upgrade steps if free access excludes features you need.

Ask providers for a worked example with your expected volume. If they cannot give one, treat that as a warning sign.

When is paying worth it?

Free tiers suit testing and small projects. Pay when you need support, a shared team inbox, AI assistants at volume, or reliability guarantees. Our guide on how to choose the best WhatsApp Business API explains what to weigh.
