TL;DR: There is no single best WhatsApp Business API. The right one depends on whether you need a developer API, a team inbox with AI, or an enterprise platform. Compare providers on total cost (platform fee plus Meta's message fees), support quality, AI and automation, channel coverage and how quickly you can go live. Every provider pays the same Meta fees, so the difference is in the platform around the API.
What is the WhatsApp Business API?
The WhatsApp Business API, officially the WhatsApp Business Platform, is Meta's interface for businesses that need more than the free WhatsApp Business app. It supports unlimited agents on a shared inbox, broadcasts to large audiences, AI assistants and integrations with your other tools. You usually access it through a provider. If you are unsure whether you need it at all, read our comparison of the WhatsApp Business app versus the API.
What should you compare when choosing a provider?
1. Total cost, not just the monthly fee. Your bill has two parts: the provider's platform fee and Meta's per-message charges. Meta bills delivered template messages by category and country, and since October 1, 2026, service messages inside the 24-hour window are billed per delivered message too, after a monthly free allowance. Some providers also add a per-message fee on top. See our guide to what you actually pay in 2026 and Meta's pricing page.
2. Support you can reach. Find out which support channels are included at your plan level, and whether onboarding help is part of it. Business verification and template approvals are where most new teams get stuck.
3. AI and automation. Does the provider offer an AI assistant trained on your content, or only rule-based flows? Can a human take over a conversation cleanly? Our guide to building a WhatsApp AI chatbot without code shows what is realistic.
4. Shared inbox and team tools. Look for assignment, internal notes, tagging and analytics.
5. Channels beyond WhatsApp. If customers also reach you on Instagram, Messenger or your website, one inbox saves switching between tools.
6. Official status. A Meta Tech Provider or Business Solution Provider works within Meta's rules. Unofficial tools can expose your business to policy risks and account enforcement action. See working with a Meta Tech Provider.
7. Time to go live. Ask how onboarding works and whether you can sign up and start without a sales call.

How do the main provider types compare?
Details below come from each provider's public pages at the time of writing. Check current plans before you buy.
Provider | Best suited to | Worth knowing |
|---|---|---|
Teams that want a shared inbox and AI assistants across WhatsApp, Instagram, Messenger and website chat | Meta Tech Provider with offices in Accra and Nairobi; self-onboarding; support by email and WhatsApp | |
Self-serve teams wanting a WhatsApp-first platform | Support level depends on plan; lists Instagram, Facebook, TikTok, web widgets and AI agents | |
Teams that want broad omnichannel workflows | Lists AI agents, broadcasts, workflows and developer APIs | |
Developers who want direct API access | API-first, with a marketplace of integrations | |
Larger organisations with enterprise communication needs | Publishes WhatsApp per-message rates | |
Developers building custom, multi-channel products | Lists a $0.005 per-message fee on top of Meta's template fees |
If your priority is building messaging into your own product, our developer API, IntelliPortal, is a better starting point than the inbox platform.
Where does Intelli fit?
Intelli is built for businesses that handle customer conversations at volume. Its WhatsApp assistant answers common questions, hands off to your team, and works alongside broadcasts, a catalogue and a website widget. Instagram and Messenger conversations land in the same inbox. Intelli is headquartered in Delaware, with offices in Accra and Nairobi, and serves businesses across Africa, Asia, the Americas and Europe.
It may not be the right fit if you only need raw API access to build your own tooling, or if you are a solo operator who does not need a team inbox.
What about Meta's own AI agent?
Meta announced the Meta Business Agent in June 2026, with AI replies billed per token. It suits simple use cases. It does not replace a platform when you need a team inbox, broadcasts and integrations. Our guides explain what the Meta Business Agent is and how it differs from the WhatsApp Business API.
How do you decide?
You are a developer building a product: choose a developer-first API with a sandbox, signed webhooks and multi-tenant onboarding.
You run a customer-facing team: choose a platform with a shared inbox, AI assistant and handoff.
You are an enterprise with complex needs: shortlist providers with dedicated support and compliance features, then run a pilot.
You are moving from the WhatsApp Business app: check that your provider supports a smooth number migration. Our guide to migrating without losing your number explains the steps.
Run the same test with each shortlisted provider: set up a test number, submit a template, simulate a customer conversation and contact support with a question. How they respond tells you more than a feature list.

Frequently Asked Questions
Which WhatsApp Business API provider is best? It depends on your needs. Developers often prefer API-first providers, while customer-facing teams usually want a shared inbox with AI. Compare total cost, support, AI features and channel coverage.
Is the WhatsApp Business API the same everywhere? The underlying Meta platform and fees are the same. Providers differ in tooling, support, pricing on top of Meta's fees and features such as AI and inboxes.
How much does the WhatsApp Business API cost? You pay Meta's per-message fees plus your provider's platform fee. Rates vary by message category and recipient country, so check Meta's pricing page and your provider's plans.
How long does setup take? Meta says most business verifications are processed within 48 hours, though some take longer. Template approval and number setup add more time.
Can I switch providers later? Usually yes, but plan the move carefully, because templates, contacts and automations may need to be rebuilt on the new platform.
